Runescape problem

Since “rs 3 gold” came out i have been unable to satisfactorily get into my clans citidel. I can get in about 35% of the time and when i do get in, 90% of the time i drop to 1 frame per 20 seconds.
This issue wastes alot of my time and makes my clan angry at me for not skill capping.
